Overview
The knowledge skills and attitudes required of a Building Construction Supervisor to oversee or supervise any work or process carried out in a worksite safely and without any risk to health.
Participants who are Singapore Citizens or Singapore Permanent Residents (SPR) sponsored by Company or Individuals are eligible for the Skills Development Fund (SDF) Funding administrated by the SkillsFuture Singapore Agency (SSG). Individuals can however apply for SkillsFuture Credits to pay for their training (only applicable for Singaporeans aged 25 and above). For further informations, log on to myskillsfuture.gov.sg.
Learning Scope:
To enable the WSH Coordinator or Supervisor to acquire the knowledge and be equipped with the application skills to supervise construction work for workplace safety and health. This Competency Unit is designed to focus on building the competency of the WSH Coordinator or Supervisor in identifying the common hazards and risks in the workplace and taking appropriate control measures in supervising WSH in the construction industry.
This unit will be relevant to Construction Site Supervisor, Clerk-of-work, Foreman, Site engineer, WSH Coordinator, WSH Supervisor or individuals who undertake the role of a supervisor in the construction industry.
Learners are assumed to possess Employability Skills (ES) Workplace Literacy and Numeracy (WPLN) Level 4 and above, or equivalent.

Construction Registration of Tradesmen, or CoreTrade, is a registration scheme administered by the Building and Construction Authority (BCA) for skilled and experienced construction personnel in the various key construction trades.
What is R1?
As MOM require, all construction firms must have at least 10% of their work permit holders (WPHs) to be qualified as “Higher Skilled” R1 workers. Construction personnel registered under the Multi-skilling Scheme are qualified as “Higher Skilled” R1 workers under the Ministry of Manpower (MOM)’s Foreign Worker Levy Scheme.

What is the criteria to attend the Multi Skills or Core Trade course for low levy?

1) Have two (2) recognised Skills Evaluation Certiifcate [ SEC/SEC(K) ] of different trades
2) Have a minimum of four (4) years of construction experience in Singapore

1) One (1) Skills Evaluation Certificate [ SEC/SEC(K) ]
2) Have a minimum of six (6) years of construction experience in Singapore;
3) Completed 120 hours of training in approved safety-related courses.
Or
1) One (1) Skills Evaluation Certificate [ SEC/SEC(K) ]
2) Have a minimum of six (6) years of construction experience in Singapore.
3) Obtained WSQ Advanced Certificate in Workplace Safety and Health.

What are the benefits for R1 worker?
For the construction sector, the maximum number of years a worker can work in Singapore on a Work Permit is as follows:
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Basic Skilled – 14 years
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Higer Skilled – 26 years

What is a direct R1 scheme?
The Direct R1 Scheme was implemented, on 1 Sep 2015, to provide another alternative pathway for the industry to upgrade their construction workers. It allows those who pass the Skills Evaluation Certificate (Knowledge), SEC(K), test at higher skill level and draw a fixed monthly salary of $1,600 or more, to be considered as R1 (Higher Skilled) workers; under the Ministry of Manpower Tiered-Levy Scheme.

How long is the processing time to lower levy?
Once the test end, BCA will release the result to ATTC after 10 working days, and the certificate will be take around 1 month to receieved.
After received the cert, HR may proceed to apply the acknowledgement notice (AN) for upgrading. Its take 14 to 28 working days.
When AN is ready, company may monitor the levy rate as it is auto lower the levy.
How long is the renewal process for R1?
Every 2 years
