Overview

The knowledge skills and attitudes required of a Building Construction Supervisor to oversee or supervise any work or process carried out in a worksite safely and without any risk to health.

Participants who are Singapore Citizens or Singapore Permanent Residents (SPR) sponsored by Company or Individuals are eligible for the Skills Development Fund (SDF) Funding administrated by the SkillsFuture Singapore Agency (SSG). Individuals can however apply for SkillsFuture Credits to pay for their training (only applicable for Singaporeans aged 25 and above). For further informations, log on to myskillsfuture.gov.sg.

Course Content

Learning Scope:

1. Interpret and explain legislations from WSH and other prerequisites related to the construction industry
2. Overview of the WSH management system – Prepare for the duties that will be required of a construction supervisor
3. Conduct comprehensive inspections that follow the proper procedures of organisational inspection, including investigating and reporting incidents

Course Objective

To enable the WSH Coordinator or Supervisor to acquire the knowledge and be equipped with the application skills to supervise construction work for workplace safety and health. This Competency Unit is designed to focus on building the competency of the WSH Coordinator or Supervisor in identifying the common hazards and risks in the workplace and taking appropriate control measures in supervising WSH in the construction industry.

For Whom

This unit will be relevant to Construction Site Supervisor, Clerk-of-work, Foreman, Site engineer, WSH Coordinator, WSH Supervisor or individuals who undertake the role of a supervisor in the construction industry.

Entry Requirement

Learners are assumed to possess Employability Skills (ES) Workplace Literacy and Numeracy (WPLN) Level 4 and above, or equivalent.

1. The number of attempts a learner is allowed to be assessed is TWO. If the candidate still certified “NOT YET COMPETENT” after the second assessment, the learner must be re-coursed.
2. Apart from the annual surveillance audit carried out by the SSG, MOM/WSHC officers may also conduct no notice audits, as necessary, on WSQ ATOs.
3. To facilitate marking of the assessment papers, ATOs shall install the Automated Marking System (AMS) and its associated hardware.
4. The ATO must protect the secrecy of its AMS access password at all times and must not disclose it to any person. The ATO is responsible for all transactions done using the AMS access password, regardless of whether it has authorised such use, and shall bear all liabilities, charges, losses or damages resulting from these transactions.
5. The ATO must ensure that persons assessing the AMS are authorised, and must take the necessary measures to prevent unauthorised access to AMS. The ATO is responsible for terminating the person’s access to AMS if the person is no longer authorised.
6. The ATO personnel who is authorised to use the AMS to scan and mark the test via AMS must also ensure that the assessment results are updated in SSG’s Skills Connect system.
7. ATOs are to upload the test results to MOM/WSHC within 10 working days following the completion of the course assessment. All errors must be rectified within 24 hours for re-submission of the affected results to MOM/WSHC via WSH TRS. This is in addition to the uploading of assessment results to SSG via Skills Connect.

Upon successful completion of the Course, a “Statement of Attainment” (SOA) from SSG, and a card from Global Training Services, will be issued to all participants.

FAQ

As MOM require, all construction firms must have at least 10% of their work permit holders (WPHs) to be qualified as “Higher Skilled” R1 workers. Construction personnel registered under the Multi-skilling Scheme are qualified as “Higher Skilled” R1 workers under the Ministry of Manpower (MOM)’s Foreign Worker Levy Scheme.

For the construction sector, the maximum number of years a worker can work in Singapore on a Work Permit is as follows:
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Basic Skilled – 14 years
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Higer Skilled – 26 years

What is a direct R1 scheme?

The Direct R1 Scheme was implemented, on 1 Sep 2015, to provide another alternative pathway for the industry to upgrade their construction workers. It allows those who pass the Skills Evaluation Certificate (Knowledge), SEC(K), test at higher skill level and draw a fixed monthly salary of $1,600 or more, to be considered as R1 (Higher Skilled) workers; under the Ministry of Manpower Tiered-Levy Scheme.

How long is the processing time to lower levy?
Once the test end, BCA will release the result to ATTC after 10 working days, and the certificate will be take around 1 month to receieved.
After received the cert, HR may proceed to apply the acknowledgement notice (AN) for upgrading. Its take 14 to 28 working days.
When AN is ready, company may monitor the levy rate as it is auto lower the levy.
