WSQ Perform Metal Scaffold Erection (MSEC)
Overview
The “Perform Metal Scaffold Erection” course aims to provide learners with the knowledge and skills in performing metal scaffold erection and dismantling work activities in construction and related industries. Under the Workplace Safety and Health (WSH) 2006 Act, all persons who perform metal scaffold erection in the building and construction industry must take the metal scaffold erector course and be certified to ensure safety on the job. Under the WSH (Scaffolds) Regulations: “Every scaffold exceeding 4 metres shall be erected, installed, re-positioned, altered or dismantled by a scaffold erector who has undergone a course of training approved by the Commissioner”.
Participants who are Singapore Citizens or Singapore Permanent Residents (SPR) sponsored by Company or Individuals are eligible for the Skills Development Fund (SDF) Funding administrated by the SkillsFuture Singapore Agency (SSG). Individuals can however apply for SkillsFuture Credits to pay for their training (only applicable for Singaporeans aged 25 and above). For further informations, log on to myskillsfuture.gov.sg.
Course Content
Theory:
- Introduction to Metal Scaffolding
- Types and classification of a scaffold system
- Basic definition, terminology and materials for metal scaffold
- Requirements for ties and braces
- Static and mobile tower scaffold and their requirements
- Safety in the erection and dismantling of modular scaffold, frame scaffold/tubular independent tied scaffold / tower scaffold
- Rules and regulations in erection and dismantling
Practical:
Erection and dismantling of the following scaffold in line with safe work procedures, general principles and requirements of WSH (Scaffold) Regulations and CP 14: –
Assessment: Frame scaffold, Tubular independent tied scaffold, Tower scaffold, Modular scaffold
Course Objective
By the end of the course, participants will be competently trained with necessary knowledge and skills to erect and dismantle different types of commonly used metal scaffold in the construction and related industry
For Whom
This course is designed for all workers working in the construction and related industry. Mandatory & Compulsory for ALL Scaffold Erectors. Formwork & falsework supports erectors may also attend. The “Perform Metal Scaffold Erection” is a mandatory WSH training course for all workers working in construction sites and related industries.
Entry Requirement
Employability Skills (ES) Workplace Literacy level 3 and above. Be able to manipulate numbers at a proficiency level equivalent to ES Workplace Numeracy level 3 and above.

Written Assessment – 30 MCQ 60%
Practical Assessment – Competent
Learner must pass BOTH parts of the written assessments

Late comers will not be allowed to sit for the test.
Upon successful completion of the Course, a “Statement of Attainment” (SOA) from SSG, and a card from Global Training Services, will be issued to all participants.

Construction Registration of Tradesmen, or CoreTrade, is a registration scheme administered by the Building and Construction Authority (BCA) for skilled and experienced construction personnel in the various key construction trades.
As MOM require, all construction firms must have at least 10% of their work permit holders (WPHs) to be qualified as “Higher Skilled” R1 workers. Construction personnel registered under the Multi-skilling Scheme are qualified as “Higher Skilled” R1 workers under the Ministry of Manpower (MOM)’s Foreign Worker Levy Scheme.

2) Have a minimum of four (4) years of construction experience in Singapore

2) Have a minimum of six (6) years of construction experience in Singapore;
3) Completed 120 hours of training in approved safety-related courses.

1) One (1) Skills Evaluation Certificate [ SEC/SEC(K) ]
2) Have a minimum of six (6) years of construction experience in Singapore.
3) Obtained WSQ Advanced Certificate in Workplace Safety and Health.

The Direct R1 Scheme was implemented, on 1 Sep 2015, to provide another alternative pathway for the industry to upgrade their construction workers. It allows those who pass the Skills Evaluation Certificate (Knowledge), SEC(K), test at higher skill level and draw a fixed monthly salary of $1,600 or more, to be considered as R1 (Higher Skilled) workers; under the Ministry of Manpower Tiered-Levy Scheme.
